Should I cut or bulk?
Should I cut then bulk? or bulk then cut?

The last 3 pictures (taken September 2009) was before I started my cut
Did I lose any fat that is noticeable?
I was 183LB in September 2009, now I stand at 155LB in July 2010
To me, it does not seem like I have lost much.

doesnt look like you have a TON of muscle mass, so if you cut too low you will just look "skinny"...cut for the rest of this month then clean bulk is what id say...im in a very similar situation as u OP so im going thru the same problems

Just so we are clear, fat doesn't turn into muscle anymore than lead turns into gold. The excess fat you have on your body has to come off at some point.
Luckily you are young enough that your testosterone levels should be high and you may be able to lose fat while adding some muscle. At your age you may be able to recomp with decent success.
What do YOU want to do?

Clean bulk if you can. BB.com here has great meal plans, just have a look. If you gain muscle and keep the same amount of fat you already have, youre bodyfat% will go down and also when youre bigger its much easier to notice muscle when youve lost harldy any fat where as if you kept cutting, you would need to lose a lot more fat and even then as the saying goes "abs on a skinny gguy doesnt count". For me I think about not worrying about the short term goals if it will pay off in the long run. So if youre doing this for girls or confidence, dont worry about fat at the minute, bulk, add muscle, then cut when youre as big as you want to be. You'll be much happier with your results then. And plus, if I was stocky and strong, I'd be much more confident than ripped but super skinny, so think of it like that too. Plus if youre in it for girls like me when I started (no longer the case, I'm just f-ing addicted to it now), a girls not worth it if she only wants youre body.

I recommend cutting, its kinda dissappointing to bulk when your still fat.... I.E. clean bulking would probably help... but it still adds fat... its inevitable (well some people are miracles and can do it without, dont ask me how) Nothing is more depressing then getting bigger when your not defined... it seems counterproductive. I think you need to get a bit leaner, then start adding muscle... skinny fat is a lose lose situation.
Either you get skinnier, and still have no definition because you lack muscle tone.... or you get bigger whilst adding fat because its inevitable on a bulk and your face gets puffy and unaesthetic. IDK but you must choose one way or the other.
