Not if you can grow facial hair like a goatee. It just means hair grows on some parts of your face and not others.
If you couldn't grow facial hair at all, like some ITT, then that's usually a sign of low test. And low DHT is definitely not a good thing for men.. while too much can result in unwanted side effects, too little means you're a bitch.

No... probably just low DHT (a good thing - low body hair, decreased risk of balding, decreased risk of benign prostate hypertrophy, and decreased sebum production [less oily skin]).

Apart from all the reasons suggested upthread, it might have something to do with your age.
At 22, I could grow a goatee & sideburns, but only bum-fluff on my cheeks - and not a huge amount of hair on my chest. Bu the time I was 30, my beard was thick & my chest looked like a monkey's. Though for some reason my moustache is very sparse.
If you went through puberty later than your peers, you may well take longer to get your full compliment of facial & body hair.
