Im not sure how the staff works.. everytime i use it it doesnt seem to do anything. can you give me some details?

The void staff? There is no active on void staff. There is on Hextech (the damage + slow. In case you didn't know, use it as one of the qwer abilities, but use 1-6 instead, depending on where the item is), but not on void staff.
Void staff gives you AP and magic penenetration, which is useful cause Akali does magic damage, and magic pen makes some of that damage ignore magic resistance from the opponent. Same goes for attack damage and armor penetration.

I'd suggest you try out malphite. He's just all around a much better tank, and they have a pretty similar ultimate which can be used as initiation in team fights. Malphite can also use it as an escape/cap closer. But malphite is overall much more tanky and useful for the team than sejuani. Probably gonna get a lot of flame for this, but I think malphite is OP. Especially as a top champion, cause he counters almost every single bruiser.

it's just a passive magic resistance penetration. don't know the math behind it, but if people are building heavy MR it helps to get pen so you still do damage.

Only applies when you start playing ranked.

It's basically a ranking system for matchmaking purposes.

played a game against ego ignaxio, beast kennen player and highest normal elo.

He relies on a full combo on a single target, but he has the highest single target damage in the game. When the combo is done, he can't do anything cause of cooldowns, so in teamfights he isn't as useful as many other champs. He can also be countered by QSS and cleanse. That being said, if you can land those combos he is not a bad champ at all. I think it's Scarra who plays a very good Veigar.

He doesn't rely on his full combos all the time. You can easily kill a person with just your ult and Q. Then you still have the stun, which is reallly helpful in teamfights and your W, which can hit multiple enemies, and your DFG.

The only cooldown I wait for is my stun, because that helps a lot in team fights. Veigar has the best stun in the game.

I'm assuming you laned against Ahri? She built no magic resist and needed a qss really badly. She can push you until 6 and negate a lot of your last hits by keeping your hp low.

Start boots 3
Early harass to keep you on your toes
first back buy 2x doran and merc treads, ward

place ward and keep harassing until 6 since veigar can't do a lot of burst until then. merc treads will allow you to dodge meteor which is most of his damage.
In the time it takes veigar to run away you can most likely kill him
