I got told a few weeks ago that I should not completely cut carbs out of my diet, but how much carbs should I be having? The person who posted said 1 carb per pound of body weight, is this correct?
I weigh 189lb so 189 carbs a day?

Since you've given hardly any other info about yourself, I'm going to give you this ballpark estimate, and assume you're lifting at least 3 times a week.
189 lbs * 10 = 1890 calories
189g protein daily * 4 = 756 calories
85g fat daily * 9 = 765 calories
1890 calories - 756 calories - 765 calories = 369 calories / 4 = 93g carbs daily
