I always figured the collegiate version was like the Inner Armour line of products...supposed to be free of anything that would trigger a positive drug/performance enhancer test with the NCAA

I was told by one of the football players at my school that the reason behind the colligate is because schools can't supply strait protien to their players and that it has to have a certain percentage of carbs and that's why the colligate has such a high carb ratio , it's really more like a gainer than a normal protien blend

not quite. In NCAA there is a requirment for the carb to protein ratio i believe it is 4:1 but dont quote me on it. So it is technically against the NCAA rules for a coach to reccomend any products that dont meet this ratio although the others are not banned. I am not sure about the cytomax collegiate line.

For the record the bylaw 16.5.2.2 is related to institution provided supplements and they have to contain less than 30% protein.

this thread explains both things ,apparently MM is banned due to slight ammounts of igf-1 and there is also info on the carb ratio for how much protien to carbs is allowed no more than 70% protien in a supp according to them

Key point to be made here.
Also you must note that the NCAA has deals with Gatorade and other companies that supply protein drinks and there is money to be made by them banning MM. Recently Cytosport and the NCAA entered into an agreement that allows Muscle Milk Collegiate. Now if you were Cytosport, and a majority of your MM customers were high school and college athletes, and the NCAA banned your product, would you not come out with a compliant product, different or not? Of course.
