Is it okay to do vibration training on my off days?
Or should I only do it on my training days?

I've lifted weights for a long time....but what in the blue blazes is "vibration training"?

It's a plate you stand on and the vibrations make your muscle contract which makes it similar to exercise. Apparently conventional exercise engages around 40% of muscle fibers and involuntary muscle contractions engage approximately 97% of muscle fibers. It is supposed to be good for stimulating circulation, improving lymphatic flow, decrease blood pressure, increase blood oxygenation and boost energy levels etc

And you paid money for that?
Are you asking about the piece of equipment, or on training with it? If you're asking about training with it, you're kind of in the wrong section.

i tried one of those at the arnold a couple years ago- i won't say anything good or bad about it.
based on the benefits that you listed, i don't think it will hurt anything to do it every day if you want.

Those power plate things are decent if your actualy doing exercises on them. The vibration machines that you stand on and they claim they have tons of benefits are bogus IMO unless its sound vibration technology, ive seen some amazing things from those such as TurboSonic

Off days are just that.
I won't even get into vibration training, look for the guy who asked about it last week for my opinion and the research.
