Cannot get rid of the last layer of my stomach

I am having problem getting rid of the last layer of my belly-fat.
    I am 5ft 8in, (went from 147lbs to 161lbs in 7 weeks @ the gym).
    Bicep - 15"
    Waist - 32"
    Chest - 40"
    Thigh - 21"

    Daily diet:
Morning - oatmeal, skim-milk, banana, 4-6 egg whites.
Mid morning - fruit/veg salad (papaya, apple, grapes, berries, mango, cucumber)
Lunch - 2.5 cups of cooked rice, 300-500 gms of chicken, veges
    Preworkout - protein shake w/milk
Postworkout - protein shake w/milk + baked potato
Dinner - wheat bread, veges, maybe some chicken/2eggs scrambled.
    Before bed - cottage cheese.

    Workout plan:
    5days a week.
    Usually:
    Mon - Cardio, Chest, Abs.
    Tue - Cardio, Biceps, Abs.
Wed - Cardio, Shoulders, Back, Abs.
    Fri- Cardio, Legs, Abs.
    Sat- Heavy-cardio, Abs.

    Questions:
    1) Am I eating right?

    2) Is it better to do cardio everyday? or does that cause problems with gaining lean muscle mass? I have been doing cardio everyday (usually running 2miles/15mins, 1mile spot-bicycling and abs). But starting this week, I am only doing cardio 2-3 times a week. Which is better for loosing the "last-layer" of my belly-fat? (I understand that spot reduction is not a probability).

    3) Any specific abdominal workouts for the "last-layer"?

    4) Any other advice?

    * I will try to post pictures.

Looks like you are eating the right things....just maybe too much if you want to lose that last layer. How many calories per day does that work out to?

I would think you can't afford to go much over 1500 per day if you want to make good progress.
A diet isn't punishment. A diet is a way to reward your body with the wholesome, nutritious food that it needs. Your body composition is a direct reflection of what you put in your mouth.

Thanks for the reply man. How do I calculate this calorie shindig? (I am mostly a noob in this paradigm.)

Fitday.com set up an account and enter as much info as possible. Play with it.....

If you aren't counting calories...you're chance of success goes way down.

Thanks a lot for the recommendation.

Total Calorie intake - 2092 (mainly from rice, chicken curry, oatmeal, protein supp, veges, cooked cereal).
Fat - 51.1 gms (mainly from the chicken curry).
Carbs - 242.6 gms (mainly from rice, oatmeal, veges, cereal, protein supp).
    Protein - 161.7 gms.

I am in the process of bulking, so I would like to know what would be my optimum weight for being 5'8". I am taking a guess - 180lbs? and then cut from that? Is it possible to flatten out the last layer of belly fat while bulking?
