no matter how much i do incline my upper chest never gets bigger...any ideas?
i used dumbells and the smith machine but still no luck..

Any reason u dont do incline BB?
You might wanna try starting your chest training with incline movements.
Both BB or DB are good choices.You can also do flat bench,maybe dips or some sort of flies.
Make a chest routine that prioritazes upper chest.At your age you should see gains even
doing chest twice a weak.Oh,and be very patient,nothing happens over night.bb.com, a place that turned Deadlift into a forearm isolation exercise
