What does 1 level scoop really mean?

On the back of most proteins the serving size is 1 level scoop. Now most scoops have a line that is about 2/3 of the way up the scoop just a bit above the handle. Is 1 level scoop filling it up to this line, or is it filling it to the top?

BTW im looking at a nectar scoop but have seen this on ON and NOW products.

Fill it up to the top and level it off with your finger or the side of the bag or container.

You're splitting hairs dude. Just scoop up the protein and put it in your shaker.
