Currently at 152 lbs but I'm not sure as I think it would be better to bulk until I lose more fat and have a low BF%?

the answer is in the question, no one should or could tell you what to do.
you said you're 17% bodyfat and want to be 10% by summer. You need to cut for this
Don't believe for a second that by bulking you will build so much muscle that your bodyfat percentage will go down to 10%. Your BF% will increase.
So you already know what you want to do and there's no point in strangers predicting your look in the next months, it's all so pointless.
But you already know what you want. If you want to have less fat by summer, you will never feel okay being fatter by the time summer begins. And you'll probably be happier with a skinnier but fatless look than by a fatter but bigger look by the sound of it.

I don't necessarily care about abs, but I've never been down to a low body fat since being a child, so I wanna know them feels and be able to have confidence whilst my shirts off on the beach, etc.
I think the best thing to be is lean bulk a bit more till March/April to 170-175lbs and then cut for about 8 weeks losing 1.5lbs a week and be lean around May/June.

Short cuts never work, you always need a lot more weeks than you planned and always need to lose more weight than you thought. I would start cutting now and not till you're skiny and bones but enough to get rid of some of the fat that is bothering you and I would keep progressive overloading during your cut since you don't seem strong enough to have exahusted your potential for steady strength gains while on a deficit. When you reach the point that you're okay with your leaness, could be around March, you can start a very slow bulk so you maintain that leaness while gaining extra mass for summer.
Remember that you don't need lot of muscles under the fat to be lean at the of a cut.

it's not only possible but also very easy to the point that it happens in every study where subjects are put on a weight lifting program and a calorie deficit. As long as you're gaining strength on a cut, you are also gaining muscles. When you plateau on your strenght you also plateau on your muscle gain so either you increase calories momentarily to increase your lifts or you focus, from that moment on, on just fat loss.
But the plateau in strenght and mass gains on a deficit occurs only when your strenght level is pretty high, if you're still novice you can
1) increase weight at every workout 2) gain strenght on a deficit and 3) gain muscle on a deficit
