i eat 2400+ cals every day, take whey/multi/fish oil, lift for hour and a half, 15 min HIIT running then 10 min low intensity cardio.

In the neighborhood of 15-16% (probably closer to 15). I honestly wouldn't cut if I were you. You certainly don't have much fat on you but you could stand to put on more lean mass. Just my opinion though.
If it were me I'd eat somewhere between maintenance calories and +500.
Also, with that much activity you're probably going to have to eat like it's your job.

Low 20's roughly. Hard to say how long it will take because if you're new to weights, you have a chance at putting on a little lean mass while cutting.
How much progress are you making so far?

I've been making some decent gains. I have been managing to add some muscle and drop fat, I have been sitting at 196-194 for about 2 weeks.
Here are updated pictures as the one I posted yesterday was from about 2 weeks ago... Still lower 20's?
