I made a cup of them dry and it obviously made more than that when cooked. Question is for nutritional purposes is how much does 1/4cup dry actually make when cooked, just so i know how much I am eating and can keep track and fit it into my macros.

The calorie/nutritional content of the oats does not change after being cooked. The volume changes due to the oats soaking up water and expanding. Just worry about what the label says. If it says 1/4 dry equals such and such cals, then just go by that.
You can always measure out how much volume 1/4 cup oats comes out to when cooked.1708 total @220 Raw

You should be able to go by dry. If you went by cooked it would be different depending on the consistency you make the oatmeal. However, I noticed that steel cut oats have 2x the nutritional value for 1/4 cup. Does anyone know if 1/4 cup of steel cut makes about the same volume cooked as 1/2 cup rolled or quick oats?

Cooking the oats will not change the caloric content. The volume will change as they will expand from the absorption of water, but the calories and nutrient content will not change.
