my buddy told me this rumor that a guys dong grows an inch every 10 lbs he loses and i wanted to substantiate this claim. i could use a couple inches it seems it has shrunk when i put on some extra lbs. will it grow back when i shed some pounds?

There's fat everywhere on your body, including where your dick is. When you steadily lower your body fat your dick will be appearing to grow. An inch every 10 pounds is obviously nowhere near the "growth" you'll see. I'd say you'd maybe gain an inch after losing a lot of fat...like, transformation levels of body fat. 70-100 pounds or more.
I'm sure there would be noticeable improvements on your penis size if you lost any substantial amount of fat (30+ pounds).
The point is, losing fat makes everything better. So...lose some fat, fatty!

so lemme get this straight if i loose 300lbs i have a 2 inch weener and be -51lbs.
i think while im losing my 300lbs ill shave the forrest around my minute half staff and see if any space ships see my odessy like crop circles in the clearing.

You see, here is what happens.
When you are fat and over weight you look down and can only SEE the very tip, maybe 1" if you are lucky. Then as you lose weight and look down you can SEE more. So this gives the impression that it's gotten bigger. lol
