i can't physically do em...are there any other good exercises?

flat bench hits your lower pecs just fine man. Hitting upper pecs is more of a challenge and requires a more concious effort to target them.
Just go heavy on flat bench, and then maybe DB flys or cables and you should be solid for lower pecs. If you wanna do declines, do em instead of flat bench. No need for both. I prefer sticking w/ flat tho
