Short answer: No, you don't have to.
Long answer: You would be a douch bag if you didn't, and only making your body disproportioned and thus possibly causing injury if you only isolate your hammies/etc, or just looking really lame if you don't work out lower body at all (Also making your other gains suffer considering your thighs are your largest body group and causes you to release hormones that help the rest of your muscles including upper body grow too)
Sorry if I sounded mean, just wanted to make it clear that you don't want to neglect your lower body if you're serious about working out.
