Quality of oats

I just realised that the oats I have been buying are rolled to get all the kernal off, then flattened and toasted. So they've been processed a lot.

I'm going to order some specific steel cut oats, but it still says they only use the inner portion of the kernel. Does that mean they're still processed a lot, or is some part of the kernel unusable?

Steel cut are often just unhusked and cut.
