I am pushing so hard at the bottom of my rep that at the top where I am much stronger it sends the bar off my back. Does this mean that I have some uneven leg development or is this normal. I have skied 130+ days the last couple winters so that may be the cause of the extra power at the top of my rep.
Would it help to get some straps or something?

should be fine, if you look at the oly lifter, the jumping stuff is quite common, probably just means you have strong hamstrings which is natural. If you want you can consciously back off on the force of your lock out when your near the top, the last few inches really don't need 100% in most cases
