Best time to do rotator cuff exercises

I'm starting to get more into powerlifting, and because I have had rotator cuff problems in the past (nothing major, the typical soreness) I would like to help to try and keep em healthy as possible.

Is there any times to do exercises for em that are more beneficial than others?

(Doing a Westside routine)

I do flexibility drills with my external rotators before I do any kind of major upper body push like benching or OHP (dislocations and ROM movements against a wall).

Afterwords things like face pulls and external rotator work using cables for high reps. Not only does it strengthen and protect your shoulders but I also believe it aids in recovery.

I usually do them during my "extra" workouts because I don't have the energy during my regular upper body workouts.
