There are far better ways to build forearms; plate-pinches, hammer curls, bar holds, dead-hangs from a chinning bar, etc.
I love old Joe Weider, but his equipment, not so much.No brain, no gain.

A great forearm machine 1 12" handle of wood like a broom stick but about double the thickness (metal pipe works as well), a piece of around 5' rope, and some standard plates. You tie the rope to the center of the handle, put some 25's on it start with something a little lighter than you do wrist curls with. Tie a knot at the end of the rope below the plates to keep them on (note: double knot recommended).
Then hold the handle at each end with your palms down, elbows at your side and your arms at a 45 degree angle, then alternate turning one hand at a time roll the rope around the handle until you get the weight to your hands, then slowly reverse the action to lower the weights.
