What do I need to change in my routine?

So I had an ED and got really skinny from working out constantly and consuming about 600-800 calories per day. I've gained back about 15 pounds since last summer when it happend. It has really messed with my head. I am trying to do it the healthy way this time. I have been doing an hour of cardio a day 5/wk trying to eat no more than 1300 calories of lean proteins, complex carbs, veggies fruit etc. I'm really not well educated on lifting. I usually just do a full body circuit for an hour five days a week. I dont understand why I am not really loosing weight.Any suggestions on improvements?

I am not an expert and probably Kimm4 or someone else would give you a proper advice, however, you need to give your stats in order to make any suggestion.

Do what the healthy way? Lose weight? Odds are you've really trashed your lean muscle mass and that's why you don't like any changes. Take the next 6 months and focus on muscle gains. Drop cardio back to 1-2x week for no more than 30 minutes and get into a heavy 3-4 times a week lifting program. Don't know your stats but it'll take far more than 1300 cals to do it.
