    Can the president propose legislation? I'm confused

    I'm studying government and I'm have a hard time deciding if the president can propose legislation:

    one source says:
    The president is authorized to proposed legislation. A president usually outlines the administration's legislative agenda in the State of the Union address given to a joint session of Congress each January.
    So is that the same thing as introducing legislation? I'm confused.

    Also, does the president create departments, or the congress creates departments? Im getting conflicting sources here!

    I was thinking only congress can propose legislation, I guess that source meant the president can do a state of the union

    also, does the president create departments, or the congress creates departments? Im getting conflicting sources here!

    No, the President cannot introduce legislation.
    That would be technically and in reality.

    I do however seem to remember GW Bush having a bankrupct bill crafted by credit card companies and then this bill was introduced by Congress

    "Propose" as in to Suggest or Request.... Anybody can.

    "Introduce" as in to Formally present as a valid bill to move through Congress... Only those who are in Congress.

    For example, the President, every year, hands Congress his annual budget proposal. It's likely not the final law that will be passed, but it's still his proposal.

    Presidents have always forwarded parts of their agendas through Congress by proposing legislation and getting members of their party to introduce it to the floor. To my knowledge, a president can pretty much do everything short of walk through the door and say let's vote on this when it comes to a piece of legislation. One of the purposes of the president addressing Congress is to hint at such things without actually doing them.
