The only possible argument for Cro Cop being the best is that CroCop won what was probably the most stacked open weight tournament of all time.
But if you really examine the guys in that tournament you'll find that Big Nog and Barnett where the only "top 5" competition. Still an impressive showing by CroCop.

This is where people will say, "he beat a 185er, a 205er with no striking, a blown-up Wand, and a guy he already beat twice". But still...I didn't see anyone else plowing through that tournament.
Then again, Barnett also made the finals and people talk about him like he's nothing, so yeah.

More impressive Crocop's winning the OWGP (all rounds) or Shogun winning the MWGP (all rounds) a year earlier?
I'm giving the edge to Shogun, but only because I think the overall quality of his opposition was greater than CroCop's. It's Overeem, Arona, Rampage, Lil Nog v. Wand, Barnett, Yoshida, Minowa
