I'm a cyclist so I'm all for cycling awareness.
You can do something about Critical Mass rides. It's an sloppily, loosely organized event on the last friday of a month. Basically a ****load of cyclists congregate together, ride around in the streets, and try to promote cycling awareness.
Maybe it can be something like, whether Critical Mass rides actually promote positive awareness, or just piss off drivers, pedestrians, cops, and other cyclists.

http://en.wikipedia.org/wiki/Operation_Northwoods
"The plan called for CIA or other operatives to commit apparent acts of terrorism in U.S. cities to create public support for a war against Castro-led Cuba."
"This operation is especially notable in that it included plans for hijackings and bombings followed by the use of phony evidence that would blame the terrorist acts on a foreign government, namely Cuba."

Handicap parking laws or minimum wage laws.
Or do both and you could make it about property rights(if those are too narrow by themselves).
ETA: Or something dealing with drug laws. That's always good.

What went wrong with the Philippine Governement and the effects to its people.
i.e. The ravages of typhoon ketsana and how the philippine government wasn't ready for it.
i.e.#2: the rampant corruption of the philippine gov't and how the Filipino's are just PIITB.

This should be controversial enough, and certainly enough for at least 20 pages:
The trading (buying/selling) of organs should be legalized. (srs)
Or, you could just go to a debating tournament website and look at previous debates, which some of them are quite controversial.

Laws are created but rarely repealed so overtime it will be impossible to not be a criminal.
-issues on strong minority (<50%) groups getting laws passed by circumventing popular votes so the majority are dominated by the minority
-not enough law enforcement personnel to enforce all laws
-majority groups voting to ban all activities they deem illegal even if it is not bad
-government insurance that allows certain activities to be banned simply because they have higher risks like all sports, auto racing, fast food, alcohol etc etc
