Basically, it varies for everyone, largely with their level of fitness and their experience working out. Someone who has never trained at all before and is a couch potato really doesn't know what it feels like to exercise. When they begin to exercise and sweat and feel their heart pound in their chest, it's a totally new thing to them that is misinterpreted to be 10x more exhausting and painful than it really is.

So, someone untrained working out at say 55% of their hrm may give you an rpe of 9 simply due to their inexperience even though they are really not exerting their body that much. it is just a new and scary thing to them.

Someone well trained or experienced would perceive 55% at probably a 1-2. Hardly any exertion at all.

Not sure if this helps you at all. lol

Your target zone won't really change. Just your perception of it as you progress. If you need to stay in the lower end of your target zone so you don't feel too overwhelmed do so. As you find your rpe lowering over time, move on up in your target heart rate zone as you feel fit.
