I have skinny arms and I carry a lot of fat around my waist and thighs. I am afraid if I try to lose the weight my arms will become skinnier then they already are.
I am 5"11 and weigh 205lb
Should I just lose the weight first and then bulk up?

Don't listen to this guy srsly.
Depending on your goals,
If you wanna get bigger, just clean bulk and hit the cardio a few times a week to regulate fat.
Try lift with high intensity to burn off some fat aswel, moderate weight approx. 30 - 45 secs rest.
It's working well for me now, might be handy to try it out.

Depending on what you're goals and priorities are mate.
If you're priority is to lose fat, then get some basic knowledge behind nutrition, and simply accommodate enough macro nutrients for your body.

I was in your shoes a few months ago. Make sure you hit the weights hard, and take in your required amount of protein. You will appear skinny fat until you add muscle to your frame, Be sure to do full body workouts, as it will diminish the appearance.
For right now, get on a cardio routine in addition to a lifting split. You should cut some pounds off and look better in a few months if you stick to it. Eat healthy.
