Sure they can just measure after a good bicep workout. kidding but srsly if you do everything perfectly, eating, sleeping and lifting right then with noob gains and hardwork, it absolutely is possible to get to 1 inch in one month. My biceps went from 29cm when I first started working out and put on a mealplan to 34.5cm in 3 months. BUT from 34cm they have only gotten to 36.5cm in 4 months afterwards, so either im doing somethign wrong now or I just got lucky with noob gains, but I forgot your 14, Im guessing very unlikely unless you have a growth spurt. Muscle usually just doesn't develop that fast when your that young unless you have superior genetics and like I said doing everything to perfection.
Aim for 1 inch but be happy if your bicep even goes up 1cm in a month

my arms have gone from 12-13 to 16 in a little over 5 1/2 months.
If you are starting out, with noob gains i mean - learn a good routine; practice it with intensity and consistincy and back that up with macronutrients near perfectly meeting your needs then i would say you can do it.
However, you won't do any of that.
You'll buy celltech. Eat 4times a day, stay away from anything like a burger because its 'dirty', you'll go on rippletoes cuz people recomend it even though it fails for mass.
aaaaaaaand all that'll net you aproximately .350 inchs.
