Chest is one of the easiest IMO.
Your probally not even training your chest properally and other muscles are taking over the lift resulting in not activating your chest and ripping enough muscle fibers to promote much growth.
Take a read of this and watch the video at the bottom, then come back in about 3-4 months and tell me what the hardet muscle is to pack on mass.
For me though i struggle with calfs, but just recently am i noticing good gains espically in my soleus, but they are still probally the hardest for me.

Quads are hardest for me but that could be due to my hight or genetics. My quads have never grown until recently (small gains but for me thats a lot). I was blessed with HUGE calves and chest is fairly easy for me to grow as well. I think a lot of it has to do with genetics (i am not a huge fan of blaming genetics for shortcommings or using it as an excuse but i have to admit they play some part). I think the post by josef is probably right I have never personally heard of anyone having issues with chest growth that wasn't absolutly blowing form all to hell. Try and get your form down perfect and don't worry about the weight, if that isnt the case train it diffrently try once a week volume if you are doing heavy now ect mix it up a bit. GL I know for me personally as I have gotten older diffrent parts seem to grow better then before.

quads and hams
I have increased my squats with triple drop sets and am seeing a difference now. I have been doing DB lunges and really hitting my hamstrings so I am pleased with my progress. For me, it was just trial and error to see which exercises worked best for me. I have increased the ones that work and jettisoned the ones that didn'tBart: What do we need church shoes for? Jesus wore sandals.

everyone is different...
hardest for me personally :: calves, hams ( can always be bigger), and rear deltoids
OH SH|T forgot the hardest.. biceps.. being 6'2 they look tiny as hell already, but even at that... they just will not grow :\

probably quads and calves for me. notice everyone's diff though, hence genetics are a huge factor. also years of learning how YOUR body responds to different types of training is invaluable, etc. in learning how to bring up those stubborn parts.
