Firefighting can be political....
I have been selling wildlands and conventional fire apparatus since 1964. I am also part of a cutting edge company that can shoot tons of wet or dry retardant or ABC at amazing distances. (Phoschek). Firefighters who have seen our equipment want it. The Chiefs look the other way...Politics? Too many FRIENDS?? Lobbyists??
Take a look...

I'm guessing lobbyists for whoever has the contract to provide the equipment they now have. A lot of times, it's about who you know, not about what you do. Look at Brown & Root (Halliburton). They knew absolutely nothing about building ships or dams, but got contracts because the boys knew Lyndon B Johnson and gave him lots of illegal campaign financing. That's how it goes.

Sad thing is that we could have stopped the recent Station Fire (largest in Los Angeles history 222 square miles and 2 dead Firefighters) dead in its tracks before it spread.
There are lots of Firefighters who train...I know this as I have trained some great ones for their physical proficiency...men and women. Love to hear from you.

I don't know a lot about it but I have a friend that went out of state to buy new fire trucks for the local volunteer fire department, and he was telling me that because of all the regulations that it took for ever for them to get a truck that they could legally buy.
Maybe it is even harder with brand new equipment, to get the clearance to buy.

Having managed some large purchases on the federal/military side, there are many factors to consider...
First and foremost: Is there money available for the purchase? No matter how much we liked or were impressed with something, no dollars=no purchase order.
Then there are all the other issues - Is this required for the job? Is there another similar vendor? Who has the best cost/performance? Why do we buy This thing, instead of Items B, C, or D that are also being requested...
How many times does the boss hear "Oh, wow, this would be great to have!" from his guys? How many of them follow it up with more details & information, then a demonstration? How many of them know all the competing priorities and budget realities?
Just saying it may not be as cut-and-dried "Political" as it appears...
