Creatine works by pulling water into the muscle bellies, so expect some water weight with creatine.
Intramuscular water weight isn't the same as bloating or as fat gain. A flabbly belly is not intramuscular water weight.
And if you're cutting, your goal is to lose fat - so don't get hung up on a few pounds of water weight in the muscle, as it will help your cut by retaining muscle fullness. It's hard to win an argument with a smart person.
