I've tried all types of filling over the years but I find rags works best when tightly packed. I wouldnt recommend sand even to just lightly fill between the rag layers because it just settles down to the bottom after a few sessions and becomes rock hard. If you prefer a harder/heavier bag your best bet is to source out some saw dust or shredded rubber and layer it with your rag/blankets. Either way you will find you have to unhook it and roll it on the floor quite frequently.

Horsehair core and sand outside diameter, layered with cut up cotton sheets every 6 inches to separate the two fillers, and keep the sand from dropping, between 150-300 lbs of sand depending upon your strike force.

LOL You know I am just being an ass right?
But have a question, why didn't you just purchased the bag filled already? All the bags I ever purchased always came filled. Was it that much cheaper?

I was going to buy an unfilled bag but for this exact reason I didn't. IMO I would go with Intercept's idea of sawdust...
