I've been trying to lost body fat since forever, I was at 135 about 2 or 3 months ago.
Now I'm at 120lbs and my upperbody looks the same! Still got the fat.
I'm 5'5, btw

If you're certain you still look like you have the same bodyfat, you may have lost a reasonable portion of muscle.
Either way, at that weight you will have low muscle and therefore you won't look that defined unless you lose a SERIOUS amount of fat.
Easier option, bulk up, add on 30 pounds of mass then do a cut and you'll start to see a much better difference.

Id say try out Rippetoes starting strength. Its pretty basic easy to understand and do. And you will gain a lot of strength on it! Like MrB1g said your not gonna get huge fast so just eat 100 or 200 above maintenance if your that worried about putting on weight otherwise go for 500 or so above and get to where you want to be.
