should be aiming for less imo if you're looking to preserve your muscle/strength while cutting, but yea, it's not uncommon to lose a good amount of water/bloat in the first few weeks on a new diet plan, I can lose up to 10lbs in a week switching to a keto diet from a combination of water, poop and glyoogen losses

You can safetly lose more than 2 lbs a week, but only for a while. Body fat provides an energy potential of about 31 calories per pound of fat mass in addition to what is available from diet. So, you can cut way down on fats and carbs while you still have a lot of body fat but as you lose weight, the fat mass will decline and you need more dietary calories.
The important thing is to make sure you get enough protein at all times (stored body fat is not help there), and to make sure you get a healthy mix of nutrients. Due to your age, your body is still growing so make sure you get really good food (fruits, veggies, complex carbs) and avoid the empty calories.
