What program can I use to make ringtones?

I got a new phone and I can put songs on it to use as ringtones, I just need a program so I can cut certain parts of a song out to use for a ringtone.

Any help?

I use phonezoo.com you can upload songs, cut them into ringtones, and then send them to your phone, all free unless you pay for texts.

I don't need a website for it, since I can just connect my phone with USB to the computer and just transfer it like that. I just need a program.
