Stomach Vacuum

All the articles that I have seen about stomach vacuum seem to state that a bodyfat of 12-15% is acceptable for the exercise to be effective. Can anyone explain why it has to be 12-15%?

Why should this exercise not be useful when BF% is, say 20%?

You don't need to be a certain body fat percentage to strengthen your transverse abdominis. Visual effects are another matter.
