Hi
I am wanting to get lean or get muscluar but it is hard for me to gain muscle and weight. I am 17, about 125 pounds and 6,0 in height, I am very skinny. Is there any program and workout I can do and also a diet to follow to gain weight and muscle or you can suggest . I have only got a barbell and a dumbell, and a exercise bike can't go to the gym for reasons.

NO, you aren't. You don't eat enough. Before you come back and say, "but I eat x calories per day"
I can tell you that it isn't enough or you'd be gaining.
There are plenty of beginner full body routines that can be done with just a barbell. Craigslist has cheap weights if you run out.
1. Progressive overload
2. Caloric surplus
3. Time
This is all you need.Come and take it.
