I'm 5'7 117 lbs. Why do I have so much fat on my thighs? I've started working out today so I might lose right?

So you're saying you burn more fat then you consume... Then why the **** do you have fat on your thighs? Did it appear by magic?
If you actually are active and eat what you think is healthy you probably aren't eating enough calories which is putting your body into starvation mode.
