Exercise and no diet is better than the other way around. Concentrating solely on diet is like filling up a car with the most protective oil and **** you can, but never driving it......and yes, I know cars generally degrade with use, which is a kink in my comparison, but I couldn't exactly say, "It's like feeding your body the best **** and never using it," since that's basically what you're asking about in the first place....
