i dont have much time to run, and i been weight lifting for about 10 months now, im not vascular at all.
what can i do to become vascular?

Hard work and dedication. If you are looking to become more vasculair you must work towards that and work out in that manner. Meaning, try to stay between the rep range of 8-12. You can even hit 15 a few times if ya like but be sure to maintain that 8 rep mark. During your workouts try to rest no longer than 60 seconds to keep your intensity level high. 30 seconds is even better but most people choose to to keep it at 60 seconds.
Try to get a routine down weekly that you follow for a good 4-6 weeks which will help you build endurance and strength in each exercise you do. After that time switch your workout up and move to other things or you can rotate your current workout.
I can't stress this enough...........D...I...E...T! Maintain a strict diet with taking in high protein and a good amount of carbs. Also DON'T AVOID FATS! But keep them on a low level so try to take in 15-20 percent of your total caloric intake of fats.

Reps weight and all that have NOTHING to do with vascularity. If you wish to be vascular you need to have a low bodyfat. The exact bodyfat is different for everyone so there's no absolute right answer. You can workout forever and not be vascular if your bodyfat is now low enough. Don't think you're doing something wrong, you're not. Being vascular like other have said is about bodyfat and genetics. Best you can do is cut down some weight.
