-Been at a 300-500 caloric surplus for about a month now and my weight has been fluctuating.
-I track and weigh mostly everything
-Lifts have gone up at first but have sucked recently after a deload week.
-First time clean bulking.
7/27/13 - 169 lbs at ~13% bf.
8/17/13 - 173 lbs
8/24/13 - 170 lbs
8/31/13 - 171 lbs (start of a one week deload week eating at maintenance)
9/7/13 - 170 lbs
9/14/13 - 170.2 lbs
Am I doing it right?

In 6 weeks your overall weight gain is 1.2lbs. It is a little 'slow', but if you are eating very clean and it's all muscle then over a year, at that rate, you'll put on 10.4lbs of muscle. That will make a huge difference to your physique in just a year.
Overall, I wouldn't be too concerned. The problem is that on such a small change, it is difficult to know if you are actually gaining. You can start the day a little dehydrated and by midday increase by 1.2lbs.
Do you fell/look like you're progressing? If not, increase those calories. Are you usually getting a 300 calories deficit or closer to the 500? 500 should be enough.
