I'm a beginner here and my fat has an abnormal tendency to sit on my thighs and butt. My body is completely disproportionate because of this. I understand that losing overall body fat but cardio might work, but is there a way to specifically target the thighs and butt?
(By the way, yes I'm ready to admit I'm a bit fat, but I hope show my body transformation in 4 months time.)

The sad answer is no. There's no way to target your fat loss. You can target your muscle growth to an extent, but your fat is going to come off your most stubborn areas last, no matter what you do. The fact that you're posting this question implies that your butt and thighs are your most stubborn areas, and the truth you have to face is that you have to lose most of your body fat before you're going to really see the fat come off those areas.

high rep lunges, lying leg curls, squats.. all in the 10-12 rep range.. then you body will burn that fat to build muscle in that area.. stubborn fat is amazingly hard too get ride of tho

Create a calorie deficit, up some cardio and aim to lift in the 8-12 rep range (muscular endurance/definition). There's no way to shock those areas into burning fat fast but with a little diligence and hardwork you can achieve it. Some more body stats, intake information and info on your workout routine would also help folks here to provide a more suitable answer.

If you admit that you're "a bit fat," then it probably stands true that you need to lose size everywhere and not just the areas mentioned. Since it's not going to come off of any one specific area, just do the things you know you need to do. Eat clean, train hard, and bust your butt with cardio! The fat will ALL come off as it needs to.... including the areas of concern.

Jog, stair step, cycle anything to get your heart rate up and makes you sweat your ass off. I agree that leg exercises will help, but you have to keep Cardio in the mix or you will not get the results you want to achieve. Diet is also very important.
