Laser is the best (and most permanent, and most expensive) way to get rid of chest (and pube) hair.
Waxing's good--you'll be smooth for at least a month or so before you notice any stubble.
Nair for Men works, but it smells bad and can burn your nips or your junk if it touches them. It doesn't keep me stubble-free much longer than shaving does.
Shaving's the least expensive way to get rid of chest hair. You'll have to shave 1 or 2 x/week to keep yourself stubble-free, unless your hair doesn't grow very fast.
