It's from the ilium of your pelvis curving inward, called the PSIS (posterior superior iliac spine). So the structures running over it are going to cave in some. Of course people who are bigger may not have them due to more soft tissue running over the PSIS.

i dont personally find them ultra hot or anything but i know my husband thinks they are hot and my ex from many years ago said they were hot too.

I've seen chiropracters use them to see if hips are lined up... so it makes sence that it has to do with the bones.
Does it matter if your "structures" are fat or muscle? I can see fat covering them up, but could someone with low bf% with nice muscles cover theirs up? Could you then make them more pronounced by training?

Yup, physical therapists also use this landmark to check if your pelvis is level or rotated.
Someone with low bf% and nice muscles will not cover them up because no muscles really go over that structure. If memory serves me right, the closest is gluteus maximus but it originates more on the posterior wing of the ilium, just next to the PSIS. So it's mainly fat and skin over the PSIS, perhaps some of your thoracolumbar fascia.
