I do not have much experience in this field.
However, I will share what I know with you.
You cannot spot reduce, you have to realize that, spot fat reduction is... well... liposuction really.
The best you can do, is follow your ideal nutrition plan, and stick to cardio as much as possible. Bone structure might be an issue, but when you are truly slim, you will know. My waist is a bit wide from the front, I think that has to do with my wider hip bones.
A wider top will always make the waist look better, so if you build up your shoulders, back, and chest, you will have no problem looking great, however, getting rid of the fat around your waist will be a must.
