Can anyone can get a small waist?

As long as they have a great diet and follow a solid cardio/lifting program? Or is it based on genetics and bone structure and whatnot? Right now I'm at 31'' and it makes me look disproportionate because of my small upperbody. Obviously I should bulk up but I'd rather lean out first and get like a 29'' waist and go from there.

I do not have much experience in this field.

However, I will share what I know with you.

You cannot spot reduce, you have to realize that, spot fat reduction is... well... liposuction really.

The best you can do, is follow your ideal nutrition plan, and stick to cardio as much as possible. Bone structure might be an issue, but when you are truly slim, you will know. My waist is a bit wide from the front, I think that has to do with my wider hip bones.

A wider top will always make the waist look better, so if you build up your shoulders, back, and chest, you will have no problem looking great, however, getting rid of the fat around your waist will be a must.

Everyone is built differently but this is what I've heard and is true in some people.

If you work out your shoulders and lats a good amount, it'll create wider shoulders thuse giving you the illusion of a smaller waistline

But like another post said, cardio and diet will be your most certain way to getting a good waistline

Yes, with proper diet and enough hard work , anyone can. In the question of genetics , some people have a much easier time accomplishing it due to genetics.

i dunno man i have a 34" waist right now and i still look proportional, if i had a 29 id have one hell of a v-taper going on haha. Id focus more on building your chest and back than trying to lose another 2 inches on your waist but thats just me

if you have fat around your hip bones/low stomach then you can always get a smaller waist but you can never get a smaller waste than your hip bones allow lol
