Is there any info about what is considered a good arm to leg ratio to determine wether or not you are proportioned?

In John Hansens Natural Bodybuilding book he mentions that a good ratio is biceps and calves should be roughly the same.Forearms approx 4 inches smaller than bi's. If you have 17 inch bi's, forearms should be approx 13inches and calves 17 inches.Not sure about quad specs,but should be larger than calves.

13 1/4 flexed forearms
17 flexed calves
25 relaxed thighs

I just double checked the book and he mentions that the:
"neck,arms and calves should measure within and inch or two of each other"
"the chest measurement should be 95 percent of both thigh measurements.A bodybuilder with 25 inch thighs should have a chest measurement of 47.5 inches(25x2=50 x 0.95 = 47.5) "
"the forearm measurement should be approx 80 percent of the upper arm measurement.A bodybuilder with 18 inch arms should have forearms that measure at least 14.5 inches"

I ain't even gonna say what happens when you girl with little boobs in a bench shirt! ,,, It's like a magic show ,,, where they'd go!!??

"The waist measurement will differ depending on if the bodybuilder is trying to gain weight and add muscle,or if he is losing body fat to prepare for competition.A method for keeping on track during the off season and for setting a goal during contest preparation is to shoot for a waist measurement that is 70-72% of your chest measurement during the off season and only 65% of your chest measurement when you are onstage.For example,if your chest measurement is 50 inches in the off season when you're trying to add muscle,your waist measurement should not exceed 36 inches.For a competition,the ideal measurement for your waist would be 32.5 inches."
Hope this is of some help. I am trying to adhere to this and i find i look pretty proportioned,mind you i am roughly the same height and weight as the author. If you do not know who he is,he is a 2 time Mr.Natural Universe and the first Mr.Natural Olympia. (not a paid advertisement LOL i just really enjoy his book as it is IMO very thorough)
