The same Artificial Intelligence systems, based on Ptech (C4ISR, DoDaF) that they expanded the development of (after testing it to carry out the 9/11 black op) to create FCS, or Future Combat Systems, will be further advanced (if it isn't already to the level it needs to be at) to where humans will be completely unnecessary to rebuild anything. That and the fact the systems they are building now can self-heal. There will be no such thing as "maintenance" needed, and they will be able to operate themselves autonomously (there are factories in existence right now that operate 100% autonomously, factories that run without any lights on inside, because there are no people inside, 24 hours a day, 7 days a week).
