Wind because it can spread fire, destroy earth through tornadoes and other high wind events, and create storm surge during hurricanes, basically owning water.
You could argue it to be water also because it can put out fire, move earth through mudslides, and it also encompasses like 70% of the earths surface.
Fire is difficult to spread without wind, and can be put out by water.
