i could imagine that they could lift some pretty decent weight for their bodyweight considering they have very very short range of motion...
a deadlift for a normal heighted person would be a rackpull for a midget.

i wouldnt say the original pic has anything too badly proportioned, judging that he's a small guy im not surprised his arms look small. the only thing that i reckon makes him look out of proportion is the size of his head to his body, but thats simply more noticeable on small guys.
and i always laugh when i see that blasian midget XD
