    Catch 22

OK. Simply put, I have chicken legs and a beer belly. How do I SIMULTANEOUSLY bulk up/gain mass on my legs while reducing my waist size?

What exercises should/shouldn't I do and when?
What should/shouldn't I eat and when?

The key word is: "simultaneous". I'm not interested in a bulking/cutting phase...

I've been working out for over 10 years and with all my practice and research have not been able to come up with a solution to this problem.

    Help me out.

Watch your nutrition very carefully, do a lot of cardio, and train your legs twice a week (squats)

    That should do the trick

Offcourse you will gain less muscle if you are symuntaneously are trying to lose fat.
