Define "big". To average punter 15" is big, heck mine are only about 14.75" at the moment and I still regularly get comments about them. At their biggest mine were about 15.5" and I literally had people comment on them daily. I carry very little fat on my arms though, so they're always fairly well defined.
Now to bodybuilders 15" is obviously just a starting point, and 17-18" is where "big" starts. Personally I want 16" arms, I have a large ribcage and comparatively skinny arms, so thicker arms would really help balance my physique proportionally.

5'10", 175 and 15.5" arms here (BF around 12/13%, my arms are still really lean).
Used to think when I was at 13" that 15s would do me, now at 15.5 they still feel pretty average. Don't get many comments, just a few every now and again. Mates like to take the piss out of the "guns" for lulz (on a sidenote; God I hate how that word has seeped into every halfwit's lexicon).
I think 17s are when it gets BIG at my height, I think I'll be very happy with 16/16.5s at around 175/180 lean.

Again it all depends on your build, 17 inch arms can look very impressive on a small/medium build, but on a big guy nothing special.
I had 17 inch arms a couple of years ago when I was only 160 pounds, (pictured.)
I've filled out everywhere else a bit since then, but strangely my arms haven't actually grown that much more.

Yeah i was impressed, i have 16.1 cold and flexed, after a great bis and tris session last week i measured them straight after and they were at 17.3 pumped and flexed i did take an NO supplement before the workout though (aids pumps) i reckon that helped lulz but still felt greatUsually when people are sad they don't do anything, they just cry over their condition. So, baisically if your taller your arms have to be larger than a shorter guys to look as big. 5 foot 9 guy with 16" arms looks much bigger than 6 foot 3 guy with 16" arms and a similar build.
Im bulkin for another 2 months. Would be interesting to hear gains you guys have got in that kinda time frame. What do you think would be a realistic expectation for arm growth in 2 months guys ?
