Would it be a good idea to do 30-45 minutes of cardio in the morning 5 days a week, and then lift the same 5 days later in the night?
I am trying to lose fat, but trying to at least retain as much muscle as possible.

If thats when you have the most energy and if you have the time to do it, then sure. As long as you are eating enough, you should retain muscle, it doesn't have much to do with the length of your workout.
The best time to workout is whenever you can do it consistently. If thats in the morning, then cool. If you only have time at night, sure.[Stickam Crǝw]

What would be best? I use to eat a small bowl of oatmeal before doing 15 minutes of HITT followed by a PWO shake; I couldn't really see doing that without anything in my though. I'm thinking about doing 20-30 minutes of steady state on an empty stomach follow by my PWO shake/meal.
Cutting
1800 Calories (Clean) with 1 Gallon Water
Max OT Training 5X/Week
Spinning 3X/Week
Supplements
Whey, Super Pump Max, multi-vitamins, Fish Oil,
Heaviest Weight: 229lbs (much higher BF%)
2/22/13: 200.3lbs
Short-term goal: 185lbs by 6/15/13

Well I'd probably get a lot of crap for saying this, but I do HIIT on an empty stomach. The first method you said, though, sounds like a good one. It's also better to do long steady state on an empty stomach rather than HIIT (I know I just said I do it, but that's just me). However, if you're doing steady state, you should be easily going over 20 minutes and probably over 30. I would say shoot for 35-40minutes minimum

Not totally correct. Long low intensity cardio burns more calories from fat (but not necessarily more total calories), but cardio can also be high intensity, which has the same physiological effect as something such as lifting - meaning that high intensity cardio will burn more calories in a shorter time period, but they will come from fat and muscle. Your body will first use glucose as energy, but in higher intensity situations, such as HIIT or lifting, it shifts to anaerobic processes (without oxygen) and will make energy from muscle cells.
^^ this is true and is a good idea if you want to go with that method. LISS is good in the morning on an empty stomach too, for the same reason. I'm not sure if your glycogen would be quite as depleted after lifting as it is in the morning before eating though. I guess it would depend when you last ate, how much, etc.
